To access the Buyer Authentication page, navigate to Service Settings -> Fraud Protection -> Buyer Authentication.
Perform the following steps to activate your merchant bank:
Select your Merchant Bank from the drop-down menu. If your merchant has many BINs, the merchant may appear multiple times in the merchant list with different BIN numbers. Please contact your merchant if you are not certain what your merchant's BIN number is. If your merchant is not in this list, you are not yet ready to activate Buyer Authentication. Click "My merchant bank is not listed" to send PayPal a message so that we can assist in getting your processor certified.
Click Activate if you wish to activate the merchant bank you selected.
Enter your Business Name.
Enter the URL of your business.
Select your Country from the drop-down menu.
Click Submit. A gray notification box appears towards the top of the page confirming the changes. If there are any errors, a yellow box appears towards the top of the page stating the problem.
Both your processor and merchant must be certified to support buyer authentication. If your processor and merchant support buyer authentication for only one program (Verified by Visa or MasterCard SecureCode), you can still activate and use that one program. Come back to this page to activate the second program when it is ready.
